This project investigates the decision making process of Kazakhstan's shutdown of the Polygon at Semipalatinsk. Based on archival data, we examine the role of the Nevada-Semipalatinsk movement using the transnational advocacy network (TAN) model (Keck and Sikkink 1997). Our main contribution is discussed in the particularity of the case, where the original target of the boomerang effect is dissolved before the boomerang reaches.
