Project Description

This study seeks to examine the higher education reforms and policies introduced in the post-independence period of Kazakhstan and their implementation process. Specifically, the study aims to identify (a) the role of higher education stakeholders in the development and implementation of policies and reforms, (b) the rationales and drivers that influence reforms and policies development, (c) enabling and impeding factors to successful implementation of reforms and, (d) coping mechanisms with changes and challenges in the reforms and policymaking processes.
