Abstract

The case deals with the decision-making complexity for a public manager. The case details out the dilemma of the District Commissioner (DC) on developing a lake. Failing it the conditions of the lake would be in shambles. The Minister was interested in large scale development, however, the residents and environmentalist had reservations. The DC was wondering whether to follow the minister's instruction or adopt collaborative approach of involving citizens in decision-making. He was also wondering whether to go for full-fledged or limited development project. The case is useful to learn the stakeholder analysis, complexities of a public manager and public decision-making, and advantages and disadvantages of collaborative governance.
