Abstract
This paper focuses on the making of the CAP annual price review. It seeks to clarify the role of the major actors in the preparation of the review. The review is an essential part of the budgetary process. Two models, the incremental and the quasi-rational, drawn from the political science literature, are used to isolate important elements of the budgetary process. These models are located within a relatively minimalist definition of European integration. The research for this paper concentrated on the formulation of cereals' price policy for 1986/1987.
