Аннотация

The Construction industry is one of the major waste-generating sectors in the world. As such, there is a call for effective methodologies and measures supporting a sound strategic management plan to reduce the amount of construction and demolition waste (C&DW) in the sector. The Circular economy (CE) is a recently introduced concept in the modern era of sustainable development that offers a promising opportunity to achieve this goal. The main objectives of CE are to achieve maximum possible prosperity with the least amount of resource consumption and cost, generate a circular flow of materials, reduce energy flows, and minimize the environmental impact. However, potent CE implementation strategies and tools are in the nascent stage of development for the construction sector. This study introduces a strategic development framework to employ circular economy actions and measures that are identified and selected to best suit the industry dynamics and practices. It constructs a “generic” balanced scorecard (BSC) for the construction companies in emerging economies. Based on a review of the extant literature. several CE measures are selected and then prioritized based on feedback received from industry professionals and analysis of the obtained data. Finally, a BSC tool is developed that offers the most feasible strategies that can be implemented to achieve the highest possible circularity by maximizing the internal interests of construction professionals. For the purposes of this research, Kazakhstan, an emerging economy with highly dynamic construction sector activities, is selected as the context. The tool developed from this research initiative has the potential to be applicable in measuring C&DW performance in countries whose context is similar.
