Аннотация

Southeastern Europe (Western Balkans) represents an interesting case in terms of the relationship between the politics of EU accession and absorption of international aid to support reform processes in the region. By addressing some of the challenges encountered in the policy transfer towards PA reform, this policy brief argues that the attention of the EU (and other donors) should focus more on HRM reform rather than almost exclusively on compliance with ‘acquis communautaire‘. As such, the brief may provide a context for considering the role of Canadian aid in policy reforms in the developing world.
